Quality & Commissioning (QCx) Owner’s Representative Project Manager - Data Center
This position is responsible for leading the owner’s Quality and Commissioning (QCx) program on site at a hyperscale data center project. You will serve as the owner’s single point of contact for quality and commissioning, working with the client’s data center construction and operations teams and the general contractor to build a quality culture that supports on-time delivery of a high-quality facility. This is a management and oversight role: you will direct and hold accountable the commissioning agent and quality teams rather than perform field testing yourself.

In this role you will…

  • Implement the client’s QCx program on site in alignment with program initiatives and guidance from the QCx Program Manager
  • Manage the commissioning agent (CxA) and quality assurance teams, including CxA vendor performance
  • Review vendor and general contractor quality and commissioning plans for conformance with owner standards and project specifications
  • Assist with development of testing and inspection procedures when required
  • Manage checklist completion and functional testing progress across all commissioning levels
  • Facilitate timely inspections by owner and general contractor vendors to protect the project schedule
  • Lead QCx site meetings, especially during commissioning, to make sure proper protocol is followed
  • Track quality and commissioning issues through resolution
  • Manage QCx metrics and provide status reports to the owner’s management and operations teams
  • Manage QCx change control, change orders, and program compliance
  • Support field engineering, BIM coordination, and a strong quality culture on site
  • Assist with RFI and submittal processing and quality-related document review
  • Work with integrators to confirm all QA/QC requirements are met
  • Perform preconstruction inspections and reviews
  • Coordinate QCx resources and keep commissioning activities aligned with the project schedule
  • Support punch list development, stage gate reviews, and closeout
  • Support the client’s end-to-end quality team

As the ideal candidate you…

  • Have 5+ years’ experience in quality management, commissioning, or MEP project management on large commercial, industrial, or mission critical projects, with a Bachelor degree in Mechanical Engineering, Electrical Engineering, Construction Management, or a related field.
  • Have working knowledge of data center MEP systems, including medium and low voltage power distribution, UPS, generators, switchgear, cooling, and controls.
  • Understand the commissioning process from factory witness testing through Level 5 integrated systems testing (IST).
  • Hold or are willing to pursue a commissioning or quality certification such as CxA, CCP, QCxP, or ASQ CQM (preferred).
  • Have an OSHA 30-hour construction certification or are able to obtain one before starting.
  • Have experience with commissioning and issue tracking platforms such as CxAlloy, Autodesk Construction Cloud, Procore, or similar.
  • Exhibit appropriate leadership skills and abilities, including the ability to influence contractors and vendors you don’t directly manage.
  • Use strong verbal and written communication skills to interact with all levels of employees, Ross Group management, and outside partners such as owners, architects, engineers, contractors, vendors, and suppliers.
  • Don’t mind flexible work hours, with an average of 50 hours per week or as needed.
  • Are willing to relocate to the Cedar Rapids, Iowa area for the duration of the project.
  • Are legally authorized to work in the United States.

Expectations in this role include…

  • Meeting established goals, while ensuring quality of work through accuracy and thoroughness
  • Being flexible, well organized, and detail oriented, using efficient time management skills to meet project deadlines and schedules
  • Making timely decisions using sound and accurate judgment while keeping appropriate people informed in the decision process
  • Solving problems by identifying issues early and making appropriate recommendations to make your project successful
  • Being proficient with computers, Microsoft Office, and commissioning and quality management platforms
  • Working to increase your job knowledge, using resources effectively and exhibiting the ability to learn and apply new skills

You are physically able to…

  • Walk active construction sites, including data halls, mechanical yards, and electrical rooms, for extended periods
  • Work outdoors in extreme conditions such as cold, heat, and humidity on an occasional basis
  • Stand, climb, bend, and stoop on an occasional basis
  • Use visual and auditory skills
  • Wear required personal protective equipment

This position is based on site at a hyperscale data center project in the Cedar Rapids, Iowa area and is tied to the duration of the project. Relocation assistance or per diem may be available for qualified candidates who live outside commuting distance.

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
